Governance & Funding

Northland Public Library is owned and operated by the Northland Public Library Authority (NPLA), a municipal authority chartered by the Commonwealth of Pennsylvania. The NPLA is governed by a Board of Directors consisting of seven unpaid members. For information on the qualifications and responsibilities of board members please click here. Board members are appointed to five-year terms by the elected officials of the five supporting municipalities. Each municipality has its own application and selection process for filling vacancies as they occur. Please contact your municipality for more information.

Northland Public Library is unique because it is both a municipal authority and a non-profit organization. The authority board is the policy-making body of the institution. Additionally, the Northland Public Library Foundation (NPLF) is a separate supporting non-profit organization with its own board of directors. Please click here for more information about the NPLF.

Northland receives the majority of its funding from the five supporting municipalities listed below. The Commonwealth of Pennsylvania (including some table gaming funds), locally generated income, including our Foundation support and the Allegheny County Regional Asset District make up the remaining funding. Northland Public Library Authority (NPLA)

The Library functions under the municipal authority code and has a seven member board (excluding solicitor) comprised of appointees from the five municipalities who support the Library with tax dollars.

The supporting municipalities are:

  • Ross Township

As volunteers of Northland Public Library all board members are required to have the following clearances: Child Abuse History Clearance, PA Criminal Record Check, Federal Criminal Background Check.
